There is no such book called Seph. Jp.  It’s possible that it might be an abbreviation for some book name, but it’s certainly not a book in the Talmud or any other well-known book in Jewish literature.  If anyone can actually tell me what this book is, please feel free to contact me through the contact page and let me know.
