Sefer Or Israel is not in the Talmud.  It is a much later work, containing thoughts and letters written by Rabbi Israel Salanter and published posthumously by his student, Rabbi Itzele Blazer in 1890.  You can read and/or download the book here.

The citation is clearly wrong, because the book does not have 177 folio pages.  (In Judaic literature, whenever you see a number and an “a” or “b” afterwards, it indicates that the pages are folio pages.  This means that both sides of the page count as a single page and the a or b tell you which side the citation is from.  

Since this work does not have 177 folio pages (there are only 92 folio pages in the work), clearly the citation is wrong and probably does not exist.
