The citation seems to be a bit garbled.  There is no such citation as “V111 5.”  I can only assume the citation that was meant was Tosefta Avoda Zara 8:5.

The text here mentions absolutely nothing about stealing from Jews or non-Jews.  It deals entirely with laws regarding wine that was left somewhere in the presence of idolators for a time and whether or not one must suspect that the wine was then designated or used for a libation for idols (which would render it forbidden for Jews).  

There is absolutely no mention of stealing, robbing or taking slaves.   Here is the text of Tosefta Avoda Zara 8:5 in its entirety.
